What is a waterway? Navigating emerging legal and policy challenges

This talk proceeds from a report commissioned in 2024 for the Concerned Waterways Alliance (a network of community groups advocating for protection of rivers and wetlands) in response to two issues: VCAT consideration of how a ‘waterway’ is to be defined and emerging, important debates on how rivers and waterways are to be considered as ‘living entities’ and how law is to engage with Aboriginal cultural interests in rivers and waterways.
